2016 Presidential Science, Tech, Health, and Environmental Forum

What are the top science, tech, health, and environmental questions the candidates for president should answer?

INSTRUCTIONS:
A) Be sure to vote on existing questions.
B) Address your question to the candidates and ask about their policy positions. Don’t ask rhetorical questions. Ask your question in summary form (your “headline” question), then a new window will open up, where you should:
C) Provide more detail in a 2-part format:
1) Declarative statement (1-2 sentences max) describing the situation and context, followed by
2) Question (1 sentence) asking what they will do about it if elected.

FOLLOW THIS EXAMPLE FROM 2012:
What priority will you give to funding scientific research?
Federally funded research has helped to produce America’s major postwar economies and to ensure our national security, but today the UK, Singapore, China, and Korea are making competitive investments in research. Given that the next Congress will face spending constraints, what priority would you give to investment in research in your upcoming budgets?

A top science question the candidates for president should answer is:

    • Should the US fund a Kennedy style manned mission to Mars?

Given that the Moon landings/Apollo programs made $20 for every $1 spent, should the US fund a Kennedy style manned mission to Mars?

      • What manned space program beyond low earth orbit will you pursue and will you use the Space Launch System for Mars or the Moon?

I am concerned that often with new presidents there is abandonment of the manned space program beyond low earth orbit pursued by the outgoing president such as happened to George Bush Jr.'s Constellation and Ares program by President Obama. As far as I can tell the Space Launch System is a versatile and flexible basis for manned space missions beyond Low Earth Orbit but I don't want the new president to abandon it and start a new program for no good reason. This is also why the Chinese are catching up with the American manned space program. Also I don't…

        • Should the U.S. government pursue or sponsor orbital debris removal programs to gradually mitigate debris risks?

Accumulating debris in low Earth orbit has likely reached a critical point that left unmitigated will result in collision events with increasing frequency. Long-term orbital debris hazard mitigation necessitates removal of debris faster than its accumulation, but means to enable that may conflict with current international law that makes space objects the property of the deployer even when dead.

          • What is your position on space development?

The People's Republic of China has indicated plans for a permanent lunar base starting around 2023-2025. Should the United States try to develop a permanent lunar base?

            • What will your administration's NASA focus on?

NASA has many possible areas of research and development, but its $12 Billion (2016) budget will not let it fund everything we, the US, would like it to do. Under your administration, where will NASA focus and what are your top two priorities for it?
Examples of priorities would be things like: developing a US space-delivery vehicle to replace the shuttle, increased human space exploration, greater satellite-based understanding of the Earth and near space, robotic exploration of the outer planets, space-based astronomy, etc.

              • A global space program is essential for our survival. Will the United States be a leader in it?

A global space program is essential in solving many issues now: resource depletion, overpopulation, climate change, asteroid impact threats, and so forth; many countries are now launching their own programs and thinking ahead. Will you encourage the United States to be a leader in space exploration again, which encourages education and achievement in all the sciences and engineering?

                • What should America's goals be for space exploration?

The United States is currently in a major discussion over our national goals in space. What should America's space exploration and utilization goals be in the 21st century and what steps should the government take to help achieve them?

                    • Would you support funding efforts to discover whether there is life elsewhere in the Universe?

Understanding whether life originated other times besides on Earth is a fundamentally important and interesting question. Would you support funding efforts to discover whether there is life in the Universe (perhaps on Mars) besides us?

                      • How will you help employ sound budgetary principles and manage U.S. space programs for long-term viability and sustainability?

In recent years, our space programs have been hampered by a lack of long-term budgeting and planning, which impedes cost-effective management. Uncertainty caused by future potential sequestration will wreak havoc on government space programs, dissuade private sector investment, and place the space industrial base and workforce at risk.

                        • Is it in our national interest to restore U.S. capability for independent access to low Earth orbit as well as Deep Space Exploration?

Currently, only China and Russia are capable of launching humans into space. Between 2012 and 2017, NASA will pay Russia over $2.1 billion to ferry astronauts to and from the International Space Station.

                          • What should the role of the U.S. government be in managing the traffic in Earth orbit and what agency is suitable to execute this role?

Given the continuing growth of commercial activity in space, such as small satellite projects, scientific endeavors, communications, navigation, and weather forecasting, in addition to national security efforts, Earth orbit is becoming more and more occupied. Increased density of objects in Earth orbit requires better situational awareness and management.

                            • What will you, as President, do to reduce the possiblilty of an impactor from space annihilateing sentient life on our home planet, Earth?

Our home planet is in a galactic shooting gallery. The statistical possibility is not negligible. All other concerns will pale in the face of an approaching impactor.

                              • What are your thoughts on the degree the U.S. should take to protect our space assets?

There is significant concern over the protection of space assets as peer nations such as China and Russia develop offensive space capabilities that place U.S. space systems in peril. The U.S. has the most to lose if space becomes a battleground.

                                    • What will you do to ensure the real Mark Watney ("The Martian") gets his or her boots dirty?

NASA's crewed space program is visionless and needs a new funding model to support long-term crewed programs. Do you care? Or are you just going to let NASA flounder around some more?

                                      • How will you balance human spaceflight against unmanned space probes?

Exploration of space is a very high-risk activity. Mars has often been cited as the next goal for human spaceflight, but typically without regard for the significant risks involved. What will you do to assure that human travel to Mars will only be undertaken when there is no other way to accomplish the agreed-on tasks, for example, with unmanned space probes and landers?

                                        • What policies will you push to maintain, strengthen, and grow the domestic industrial base?

Declining research and development budgets and reduced aerospace initiatives have combined to create increased pressure on the industrial base with increasing difficulties for the smaller suppliers. As small suppliers form the foundation upon which the aerospace industry rests, any loss in the small supplier sector could be a real blow to sustaining the overall aerospace economy.
